The Township of Neptune Sewerage Authority (TNSA) retained Birdsall Engineering, Inc. (BEI) to evaluate the cause(s) of toxicity and design a treatment process. BEI conducted a comprehensive Toxicity Identification and Evaluation at the plant to determine the toxic mechanisms, finding that ammonia and surfacants were the most probable toxic agents. BEI performed an on-site pilot study with the proposed treatment system to confirm that the effluent toxicity would be eliminated if the proposed sytem was installed.
BEI prepared engineering and design specifications for a BIOFOR (biological aerated filtration) system. Since the project was a retrofit within an existing (and operating) sewage treatment plant, careful consideration had to be given during the design phase to ensure plant operations were not disrupted. Due to limited space, plant location was critical in order for the hydraulics and the fluid system to operate properly and efficiently (note location on photograph above).
BEI assisted with bid reviews, contract preparation and construction administration. The plant is currently undergoing startup, with the results of the initial testing indicating that the effluent is meeting the toxicity discharge criteria.
